Implementation Plan for Speeding Up the Development of National Model City for Culture and Tourism Consumption in Changzhou (hereinafter referred to as the “Implementation Plan”) was rolled out recently, in a bid to build a culture and tourism hub in the Yangtze River Delta region as well as a first-class tourist destination in China.

 The Implementation Plan proposes that by 2022, the added value of the cultural sector in Changzhou will exceed 5.3% of its GDP; total revenue of tourism will hit more than 150 billion yuan; the added value of the tourism will account for over 8% of Changzhou’s GDP; and the growth of the added value of the cultural and tourism sector will outstrip that of the concurrent GDP. Major progress will be made in strengthening the leading role of the cultural and tourism sector, increasing the supply of cultural and tourism products, developing cultural and tourism industry clusters and encouraging consumption in the cultural and tourism sector. By doing so, culture and tourism consumption will play a bigger role in advancing the economic and social development.

The Implementation Plan makes it clear that Changzhou will make across-the-board effort to further increase the supply of cultural and tourism products, create high-quality performing shows, build festival brands and platforms for culture and tourism consumption, nurture new types of business model, develop the night-time economy, leverage the institutional innovation to enrich the consumers’ choices for spending holidays, bring about fine carrier platforms for spurring culture and tourism consumption in a more convenient fashion, improve measures to benefit the consumers, improve the environment for inbound tourists and strengthen market supervision and law enforcement.

In the coming days, Changzhou’s effort to build a national model city for culture and tourism consumption will be pivoting on a diversified system of cultural and tourism products which will be supplemented by a high-quality industrial system as well as an efficient governance system.
