Changzhou’s finance authority enhances support on cultural industry

This year, Changzhou’s finance authority increased investment in cultural industry by optimizing structure of expenditures, investing creatively and integrating cultural resources efficiently, so as to guarantee a flourishing development of the city’s cultural sector.

According to principle of ‘public welfare, fundamentals, equality and availability’, the city’s finance authority included nonprofit cultural activities as well as the main public cultural products and services into the recurrent budget of public finance. In 2014, special funds of 5.4 million yuan were allotted to cultural programs in rural areas, and 8.74 million yuan was allocated to support the projects called ‘benefiting the public through culture’.

In addition, 10 million yuan was allotted to major historical monuments and cultural relics for protection; 2.07 million yuan was allocated to protect intangible cultural heritage; 5 million yuan  was placed on the project of State-list Famous Historical and Cultural City; 15.11 million yuan was specified as the supportive fund for production of high-quality cultural programs; and 11 million yuan was allocated to support excellent works and talents cultivation in the field of culture and arts.

Moreover, 12.69 million yuan was allotted to support nonprofit public cultural institutions like public libraries, museums, art galleries, cultural centers, etc.

At the same time, a total of 10 million yuan was allocated to support the development of cultural enterprises, and 4 million yuan of credit risk compensations was arranged as bond insurance for cultural companies with huge growth potential.
